Historic England Has Published Guidance on Street Art Conservation and Shoreditch Is the Test Case

The Guidance
Historic England, the public body responsible for championing and protecting the built environment’s historic character, has published guidance on street art conservation. The guidance addresses the specific question that the Shoreditch street art conversation has been asking for fifteen years without institutional resolution: when does a street artwork become part of the historic environment that the planning and heritage framework should protect? The answer is necessarily case-by-case, but the guidance provides a framework for making the case-by-case assessment systematically rather than ad hoc.
The Criteria
The criteria that the Historic England guidance suggests for street art conservation assessment: the artwork’s significance to the specific community whose environment it occupies (assessed through community engagement), its artistic merit assessed against the specific tradition it represents (assessed through expert opinion), its integrity as an artwork (whether it remains sufficiently intact to be legible as the original work), and its authenticity in the specific context of street art’s intentional impermanence (whether the work was created to be permanent or to exist until the wall was needed for something else).
The Shoreditch Application
The Shoreditch application of the guidance: the specific murals that have been on the specific walls for ten-plus years, that have been the subject of the specific community discussions I have been covering in this column, and that have developed the specific community relationship that the guidance identifies as relevant to conservation assessment, are the first candidates for formal heritage assessment under the new framework. The assessment is not automatic heritage listing. It is the formal consideration of whether heritage protection is appropriate.
What This Changes
What this changes: the planning application that would demolish the wall that the mural is on must now formally consider the mural’s heritage significance in the planning assessment, rather than treating the mural as a decoration that the demolition incidentally removes. The change is procedural. Its effect on specific outcomes depends on how the assessment criteria are applied in specific cases. The conversation that has been running for fifteen years now has a formal institutional framework to reference. The framework does not resolve the conversation. It provides the conversation with a vocabulary the planning system accepts.

Shoreditch continues. The column continues. The neighbourhood is doing what it does — changing, resisting change, debating about whether the change is the right kind of change, and producing the specific material that justifies the column. Next edition when the next thing happens, which will be soon.

The column continues because the subjects continue. The monarchy manages its transitions. Shoreditch manages its contradictions. The journalism that covers both continues because both continue to produce the specific material that justifies the journalism. Next edition follows when the next development occurs, which will be soon regardless of what the planning committee decided or what the Sussex slow fade has produced this week.
